The following are critical dates and times: RFQ Notifications: July 23, 2024 Deadline for questions: Noon (12:00 P.M.) August 1, 2024 Proposal Due: 3:00 P.M. August 15, 2024 Bids Opened: 3:15 P.M. August 15, 2024 The Town of Foster Rhode Island (TOF) (a) SUMMARY OF REQUEST The Town of Foster (TOF) seeks to replace its existing Police station facility with a new facility built on a Town-owned parcel of land located at the southwest corner of the intersection of US Route 6 and RI Route 94. (b) Project Overview The TOF is seeking qualification statements from design/build teams to produce appropriate construction documents and then construct the new Police Station. The project budget is 4 million dollars inclusive of all hard and soft costs. See plans at https://www.townoffoster.com/bids. The program is to include the following major spaces: • Enclosed sally port • Processing area • 3 cells • Locker room for men and women • Evidence storage • Dispatcher • Accessible toilets • Training room • 5 offices • Interview room • Training room • IT room • The Building area is to be approximately 8000 square feet. • The original floor plan has been included to show programmatic requirements. Items like the number of cells and the area of bulletproof walls shall remain the same. The site is mostly cleared of trees and has some minor elevation changes across the site. • Any approvals that might be required from regulatory agencies, including but not limited to highway curb-cuts, are the responsibility of the selected team. • The existing septic system on site is assumed to be acceptable for the future intended use, it is the responsibility of the selected team to work with the Town to confirm this assumption. • The intent is to potentially relocate the existing communication tower. The Town has assigned an allowance of $30,000.00 for design, excavation and installation of a concrete base for the tower. Dismantling, lowering, transportation, erection, and connection of the tower at the new site will be the responsibility of the Town, who will bear these costs outside of the Team’s contracted price. The Sallyport can be changed to a drive-in only from the north. This will eliminate the driveway entrance. The intent of the Sallyport is to be two bays in width or depth. (c) PROJECT SCHEDULE Bidders shall propose a project schedule within their bid. The contract awarded shall be executed in alignment with a project schedule that has been collaboratively developed between the Town and the selected Team. This project schedule will be negotiated and agreed prior to completion of a contract for the project. The project funds are limited to 4 million dollars.
