| This is a Request for Proposal (Bid #6099) for the evaluation of Law Enforcement Assisted Diversion: Engagement & Retention (LEADER) in Treatment, a pre-prosecution diversion program to help those with substance use disorder. The goal of this RFP is to secure a qualified organization to review program data and disseminate a number of different evaluation reports. The project is funded, in part, by the Bureau of Justice’s Comprehensive Opioid, Stimulant, and Substance Abuse Program (COSSAP) funds. As such, associated Federal rules and regulations apply, including, but not limited to, Davis Bacon wage requirements. The project will be managed by the Woonsocket Police Department.
